sadly, because of geographical locations and network infrastructure, it is
often difficult to provide backup transit, and even when it is achieved,
many ISP's find their primary transit and their backup riding in the same
pipe.  I think most ISP's would like to have backup, and many do, but if
you only have 2000 customers on 3 T1's, there's probably a shortage of $$$
to spend on backup.
