video conferencing - death to cable?

It seems to me from this discussion that a moderate
usage of video conferencing would be death for cable
data service as it now exists. Video conferencing involves
symmetric and non-bursty data streams and to-the-max
uplink speeds. How could cable ISPs handle this without
adding another prohibited usage to their list?
