For the system to work properly.. the modem should be powered on and online before the computer is booted. The easiest way to accomplish this is to leave it on. If the PC comes online before the modem is online the either the DHCP request or the ARP for your gateway address at boot will be unsuccessful and you will not be able to transmit or recieve. Also the cable company monitors (or should) the signal quality for the cable modem. Leaving it on is good for you and for the others in your neighborhood. Think of it as a status monitoring device to help them keep the plant operating properly. Everything from transmit levels, corrected/uncorrected blocks power adjustments and other statistics can be polled from the modem. Also if you do have issues with your connection they can see if your modem has been experiencing it in the past, if it is cyclical occurring at the same time each day and whether other modems in your neighborhood exhibit the same issues. Depending on the cable company and the provider, these tools should be available to the engineering staff to monitor their network.
