NO UPLOAD on @HOME!

Hi,
I'm in Nashville, TN. I use @home. and can download fine, but when I go to
upload,
it starts 12k ,8K ,4K , 2K, and on down to .001K in a matter of seconds!
My problem is still going on. I've tried different servers, different
clients,
I even established a connection to an @home support agent thru ICQ
and I couldn't upload anything to him! He sent someone out.
I've had @home technicians come by and they have no idea what's going on
and I'm still stuck in this situation with no help. They replaced the modem,
the cable, and the NIC card, and tested the line! and now have no idea what
it is. I've seen another post where someone had the same problem but they
said it started working again and thought it was the weather.
The weather is perfect here so that can't be it

It actually started working for 5 mins last night, then stopped again.
If anyone has any insight or suggestions, Its very urgent I resolve this!

If you can download fine, it's probably not your computer or modem---after all,
the requests for pages and ack packets are getting through OK. Sounds like
a problem either in the node or somewhere in your region. (Bad switch or router,
etc.).
