Montgomery County is processing a transfer of cable franchise from
Comcast to ATT. In spite of a hearing, in which several people voiced
concerns regarding the quality of the internet broadband services, the
County Commission issued a report favoring no changes to the contract.
The proceedings were published, but in an obstructionist fashion: as a
459 page, 13 MB set of scanned images:

You might see some complaints...
The final hearing will take place at 7:30 PM on Thursday, July 18
at the Council Office Building, 100 Maryland Avenue in Rockville,
7th Floor Hearing Room. If approved in present form, we'll be rewarded
for 10 years with broadband services, provided by a heavily indebted
corporation, without any service level guarantees.
Those wishing to testify should call 240-777-7931.
