The determining factors as to where to send something are whether or
not you want a guaranteed Cisco response, and, what is the intended
audience.

If you want an answer from Cisco the only ways to get a guaranteed
response from Cisco is to call 800-553-2447 (24HR), or email sent
to tac@cisco.com.

If you want to discuss the issue with other Cisco-literate folks
both inside and outside Cisco, post it to Cisco@spot.colorado.edu
or comp.dcom.sys.cisco.

If you want both a guaranteed Cisco response and discussion with
other Cisco users, send it both places.
