The vast majority of CIOs have been wreckless in their thinking about outsourcing. The notion of sending work primarily to India is minimally irresponsible. CIOs have the fiduciary duty to protect the integrity of their systems and the health and welfare of existing employees. The responsible CIOs have taken steps that address the India movement. For example, the CIO of Phoenix Life took the initiative to build their own outsourcing facility in Bangalore India instead of giving it over to a third party. They did not underestimate the need for "employees" to do work instead of third parties. Other CIOs that have adapted Agile approaches realize that people interaction is more important than processes and tools. They figured out that outsourcing to locations where interaction with existing staff is easier makes the most sense. The really smart CIOs have looked at smaller countries in the same time zone as their employees. For example, there are outsourcing companies in Barbados and Trinidad. The Agile CIO also understands that his/her own employees need to periodically travel in order to form a viable partnership. Choosing countries that have direct flights from major airports such as JFK, Miami, etc are responsible. Likewise choosing countries where culture is similar to US/UK is also responsible. Ignoring the fact that the world is changing where terrorist activities are prevalent, choosing countries where this will not jeopardize the business is vital. Imagine how many strategies are at risk if Pakistan decides to fight India. One could academically argue that maybe Trinidad would fight Barbados but this would be silly. CIOs simply need to be more responsible...
