Considering Bill Clinton's testimony at his own trial, one could literally
interpret some services in all areas to be no voice dialing in all areas
as some service not available in all areas, or it could be more loosely
interpreted to mean that some services are not available in some areas,
which is probably what is implied by the disclaimer.

Nothing in this world is specific.  Everything is negotiable, if you have
leverage.

I didn't miss the fact that the original poster said that the verbiage
included said service, all I was merely stating was that there was a
disclaimer that could be used to cover this if Bell Atlantic chose to
invoke it.
