Honestly, are Marylanders the whiniest people on Earth?

Pretend for a moment you're Bell Atlantic. The situation is: 10D
dialing works now. 7D dialing is not going to work anymore. You know
that it will take some period of time to switch every exchange over. 

What do you tell the public:

1. On May 1 we're going to start the transition. If you're calling
some exchanges 7D will work, on others it won't. We have a schedule
for doing this, but it may change during the process if we encounter
problems. But eventually you will have to use 10D everywhere. Oh, and
it depends on you call destination when the changeover will occur, not
on your own phone number. 

2. On May 1, start using 10D dialing all the time. 

Had they explained the whole thing you'd all be whining about how
confusing it is. Had they done an area code split, not an overlay,
half of you would be complaining about your area code changing. Grow
up already.
