Don't know if you are going to find a comersal product for $600 but you could 
try something based on a 286 pc.  I seem to remember a routeing package called 
KBridge which supported ethernet and SLIP/PPP routeing.  Another thing you 
could try is one of the NOS packages which exist.  Check out 'ftp://ucsd.edu" 
or "ftp://ftp.ucsd.edu".
