This paper describes how the most 'robust' 128 PCM voltage levels are
used to produce a 56Kbps data stream. The other levels, are optimized
for voice (they are all non-linear).

As North America uses u-law quantization and the rest of the world?
a-law quantization, is there enough difference to produce more or less
'robust' useable PCM voltage levels? and therefore a different data
rate?

Does the modem pair continually train - to select the best 128 voltages,
once only or are they preset?

will it work?!?
