Well from what I read, flaws are abundant in your scheme. Free dialup? Yeah right. That's only going to invite a variety of problems to wit you will be held legally responsible. It would be only to easy for someone to upload a virus into a government machine, which gets traced back to you, and you wind up in jail. It would be better, for you, to have the machines all routed through a central point. The users enter, pay a buck for usage and a password. Said password is unique to that user. Now when trouble comes knocking on your door, you can track down which machine was used, by whom, and send that idiot to jail. You have a router connected to an ISP which gives you a static IP. By charging for usage, you cover your costs to connect. Oh and then there is the rent on the property. Let's say $5,000 a month as an example. $165 a day. Unless you have more than 20 customers a day, you're gonna be out of business in a heartbeat. 10 years ago, yeah maybe it would fly. Now with cellphones having internet access, who needs a damn cafe?
