create TAGS-file for REXX-sources - how?

At least some of you know of the programs ctags or etags, which build
a TAGS-file. This file can be used by emacs or vi (and maybe other
editors) to lookup functions, structures or so. Unfortunatly these
programs are restricted to a limited set of languages.

Does anybody know of scripts, batches or programs to build such a
TAGS-file for other languages, i.e. for REXX?

Please note where to get them.
