Margin Justification with MicroEmacs?

I have looked through the FAQs for Emacs and GNU Emacs but could not find the
following question listed in either list of frequently asked questions.

Is there a way to obtain right margin justification with MicroEmacs? For
instance, is there something like a JUSTIFY.CMD file similar to WPAGE.CMD that
will justify the paragraph margins (either right or both left and right) for
text files?
