Corel Draw or Adobe Type Align will do this.
My $.02: Even though Adobe Type Align is very inexpensive, I found it
COMPLETELY unusable. It's one of the slowest pieces of software I've
seen, and I'm using a reasonably fast machine (Zeos 386/20). You'll
get frustrated really quickly if you use it. Corel Draw is great, but
a lot more expensive.
