Best compiler for graphics on PC?

Hello

I am just about to purchase a reasonably quick PC and want to do some
minor graphics programming and Digital Image Processing on it.

Can anyone recommend a compiler package that is suited to this purpose. I
don't particularly care which language but C++ would be nice.

I have considered Borland C++ but haven't looked into it in detail - is it worth
the money?

Thanks
