If you're asking for general advice on doing 2D animations using OpenGL then
you may find my Smoke vector graphics library to be of use. A free version
written in C++ is available here:

http://www.chem.pwf.cam.ac.uk/~jdh30/programming/opengl/smoke/index.html

and I am currently working on a (much better!) version written in ocaml
which should be commercially available as object code in two or three
months time.

Cheers,
Jon.
