My $0.02 Worth:

When I'm done working with a file, and it will be used on the internet, I save
as GIF (most images) or as JPG (photos). If it will be used in Windows only
(for example, as a toolbar icon or in a power point presentation) I save as BMP.

Until I'm done, I save in my image editor's proprietary format (UFO in my case
- Ulead File for Objects). If you're not done with your editing, BMP is also
an excellent default choice, because all windows graphics editors read and write
it, because it does not lose image quality, and it because it compresses to ZIP
exceptionally well (often better than 90%).

As far as ARJ vs ZIP vs RAR vs LZH vs ETC... I really think that's over
analyzing . Just use ZIP. Maybe you'll get 1% better compression with
something else, but is it worth the aggravation of having multiple compression
formats ? Not too likely...

BTW the reason GIF and JPG dont compress well is simple: They're already
compressed.
