We are conducting a research on policies and procdures involved in electronic documentation handling process.  Is it possible to enjoy access to thousands of files, located on servers, effectively and without frustration?

What kind of systems, and related procedures, practices and/or standards are 
available to store and retrieve electronic technical documentation in s/w development environment (engineering documents like functional, design, test specifications, e.t.c.).

Please help us by sharing your expertise, or providing references to literature or research articels.
