One thing you can do is run the REXX exec under ISPF, and invoke ISPF
under TEST, like this:

TEST 'SYS2.LINKLIB(ISPF)' CP  /* or whatever library it is in */
ISPF                          /* answer to "ENTER COMMAND FOR CP" prompt */
AT EXTFUNC.EXTFUNEP.+0 DEFER  /* set breakpoint for external function    */
GO

Then, go into option 6 and invoke your REXX exec.

Another possibility is to run the REXX interpreter invoking utility,
IRXEXEC, under TEST.  I haven't tried that.
