Just done this myself......

Get hold of winpopup control (shareware/trialware) which uses UDP
protocol (supported by WinSock) - available on most of the good vb
sites. winpopup.ocx. It comes with a sample project - just a few lines
of code needed.

http://www.microsyscoms.com/activex/winpopup.htm

Very good and only $10

If you know the network 'computer name' (and you should ;) its a
breeze.....

Take no notice of some of the above comments - If you dont know ask ;)
Try starting with : http://www.davecentral.com/progvb.html - loads of
good vb stuff, controls and samples here.
