ms has a patch available on their website that may help. The

The 0831 version of SSVB16.DLL and SSSCC16.DLL fix the "Too Many File
Handles" error that you get while trying to use Visual SourceSafe with
Visual Basic Enterprise Edi (514595 bytes, published 01/12/96 )
