I would do something like this

Dim lastFileLen as LONG
Const Forever=true

Do
    If lastFileLen < FileLen(LOG_FILE_NAME) then ProcessFile(lastFileLen )
Loop Forever

Sub ProcessFile(ByRef LastFileLen)
    Open LOG_FILE_NAME for INPUT as #1
    Seek #1, LastFileLen
    ' Do you processing here
    Input #1, AnotherLine
    LastFileLen = Seek(1)
End Sub
