On which server can I find the most recent version of the 
whole c++ package (with make, linker, gdb... no sources)
ready to run? (setting paths and environment variablesis OK but
no compiling etc.)

What is an adress of a FTP-Sendmail server or how could I
request the files uuencoded via mail? I can not ftp bigger 
files!
