Activator and Localisation classes

I have a project which was working with Netscape 4.04 using a Jar
archive. We now want to use Java Activator to avoid the problems with
the Netscape VM. When the classes are being loaded the VM (the internal
Java VM shipped with Activator) generates a ClassNotFound exception
looking for borland.jbcl.control.ResTable_en_GB.class

This file does not exist in the borland jbcl package. I tried renaming
the class borland.jbcl.control.ResTable.class to
borland.jbcl.control.ResTable_en_GB.class, then it complained about a
missing borland.control.ResTable_en.class.
When I did the same for this class a duplicate class definition
exception was generated.

We are not using any localisation features in the project. I have also
tried using different VM's with Activator but that resulted in the same
behaviour.

All the classes (including third party classes) are ziped into one
archive.

Also, what is the standard way to deploy localisation files ?, is there
a default name for these files, or should we distribute a file for each
language that is likely to be used ?

Any help much appreciated,
..Chris.
