No, he's right and you contradict yourself. A document formatting language
is not a programming language. 

Web pages are not computer programs. They don't *DO* anything. 

If you can write me a "program" in HTML  that takes a series of numbers 
from the user and returns the average, you're a better "programmer" 
than I. 

BTW, if you're thinking of using a CGI script to do this, I'd like 
to point out that Perl (or whatever -programming language-) you 
use, is not HTML. HTML allows for interfacing with programs written
in any language. It doesn't -need- to be a programming language.
