Was XLISP ever ported to VMS?

I thought that, perhaps a long time ago, XLISP could be compiled to run on VAX systems running VMS. Can anyone confirm or deny this, or provide any other history? We have an application that could use XLISP, but we have to be able to support VMS systems as well. Finally, does anyone have a working email address for David Betz? I'd like to find out what restrictions, if any, would prevent us from using XLISP in a particular application.
