Has a/the PD version of Logo been ported to MS-Windows? (or do I have to?)
I have the source from 4+ years back which was ported to X11.

If there is a more up-to-date version kicking around, is it at
cher.media.mit.edu in pub/comp.lang.logo/programs ?

Yes, look at mswlogo.zip at the location you mention above.  I just installed
it this weekend, and it is a fine thing.  So far I haven't figured out how to
get readchar to work, but I am sure that is just a matter of poking around a
little further.
