   available character set are not things that J can magically avoid
   dependency on.

You misunderstand.  I was talking specifically about the case of
writing tools for generating and/or debugging code.  There is no
requirement that all languages must use system dependent features to
implement these sorts of tools.

Or are you saying that there are system-independent ways of
implementing these sorts of tools in Fortran?
