No cursor routine in Windows

I'm using the following routine in my programs to turn on and off the 
cursor in my programs:

procedure CursorOn;

   mov ah,1 ;
   mov bx,0 ;

   end;

end.

This routine works fine in a full-screen DOS-box under Windows. But when 
I change to a windowed DOS-box, the cursor is visible again.

How can I prevent my cursor to be visoble in both a windowed and 
full-screen DOS-box?
