For starters there is some code for a packet driver interface in the
Packet Driver collection at:

http://www.simtel.net/simtel.net/msdos/pktdrvr-pre.html

and get the file pktd11.zip   it has a TP7 sample enclosed.
Its not exactly a full tcp/ip stack though but I hope its useful?

There is also some other stuff in that directory you might find
useful.

You might also take a look at http://www.freedos.org/ and follow the
links, there are some good dos internet resources.
