you have to push the flags before calling the original
timer-interrupt:

procedure CountTime; interrupt;
begin
     inc(x);
     if x >= 20 then
        begin
             InPort := PortW[$370];
             x := 0;
             if InPort = 72 then Beep;
        end;
     asm
       pushf
     end;   
     Timer;
end;
