I've just put TCPIPMon on my website for download.
It demonstrates how to:
- get currently open TCP connections
- get currently open UDP ports
- get TCP,UDP,ICMP statistics
- get installed network adapters
- get installed interfaces
- get ARP-cache ( remote MAC <-> remote IP )
- get Round Trip Time & Hop count to remote IP

NOTE: requires WIN98 or NT4/SP4 or higher
