there is 1 comp that can do that.
Go @ http://www.torry.ru/ (or check for mirrors
at http://carbohyd.siobc.ras.ru/torry/)

and look for TDragFilesSrc & TDragFilesTrg
in the system components section (Files & Drives #2).

These are 2 free comps. that enable dragging
files TO and FROM Win Explorer.

Didn't test it.
