Tooltips disappearing in D6

I have been using Delphi for several years and I just installed D6 (with
service pack 2). Sometimes when I run Delphi I get tooltips for components
in the component palette, but usually not. Simultaneously, tooltips in, for
example, MS Word are working fine, as are the tooltips for Minimize, Restore
Down and Close up in the top right corner of the Delphi window. A Googol
search reveals that this question has been asked several times before, but I
did not find an answer. Anybody know how to get around this??
