Merging idapi configuration fails with ISX for delphi

Problem installing BDE with installshield express
While installing an application using installshield express in which I have
included the full BDE and a single alias I always get the error;
'Merging the configuration file has failed
C:\Program files\Borland\Common Files\BDE\IDAPI32.CNF'
and the registry entry for the last valid configuration file has been changed
to point to IDAPINEW.CFG. I can restore the original entry of IDAPI32.CFG and
everything works again but the alias has not been updated to point to the
newly installed database (it still points to my test development database).
Otherwise the application is installed properly (though I have not tried
installing onto a machine which does not have an existing installation of BDE)
The installshield support site mentions this problem but all their suggested
tests pass with no problem;
IDAPI32.CFG is writable
IDAPI32.CFG is in the directory indicated in the registry
The BDE configuration utility is not running
No other applications are using IDAPI32.CFG during installation
The IDAPI configuration file is not corrupt. It is possible to merge from
the configuration utility without problems using either test
configuration files or the default configuration file provided with
installshield express
This is using Delphi 2.0, and ISX V1.0. I know there is a problem with ISX 1.0
but, if the documentation is to be believed, this only affects installations
to machines with no existing BDE file.
