Trying it won't make it true.

In any case, Saddan could clone all the soldiers he wants... he could piece
together the perfect genetic material from all the world's Olympic athletes
and Nobel Prize winners and hot-dog-eating championships... he could make
one million of them.

I would be surprised if he could come up with the resources to bring 5 of
them to the level of accomplishment that any of his inputs demonstrated. He
doesn't have the Olympic stadiums and coaches. He doesn't have the
universities and laboratories and professors. He doesn't have the food. For
that matter, he doesn't even have the logistical capability to feed a
decent-sized city, let alone determine and duplicate the circumstances that
would lead to anything but ignominy and eventual starvation for his cloned
army.
