Several possibilities:

A commercial program IslandDraw from Islnad Graphics will import GIF files
and can output to a PostSCript printer and file.

Two public domain programs - pbmplus and xv - are available at 
export.lcs.mit.edu.

pbmplus is a large collection of image transformation filters. It compiles
on most UNIX systems.

xv is an image viewer that can input in many formats; do interactive
editing such as cropping and color translations; and save in a different
format. A very nice program but you need an X Windows environment
to build it.
