Writing printer filters to recognize postscript

Hello:

I am looking for a printer filter or information on writing a filter,
that would examine a printed file and if it is postscript; reject it or
redirect it. The reason I need this, is because our students sometimes
send postscript files to our lineprinters and waste much paper.

I know how to detect a postscript file, but I do not know how to make
that into a printer filter. I also want to do something construction
when a file is detected, such as sending the user a message to help
educate them.

Thanks for any help

Cary
