This might do well to become a FAQ; there are 28 converters, including
pcx -> pbm and ppm -> gif (the normal operation would be 
              pcxtopbm <file> | pgmtops >outfile.ps)
in Jeff Poskanzer's PBMPLUS package, available at most internet
archive sites (try ftp.uu.net).

Let's see:

and then from ppm to pgm if necessary, and then pgmtops for final
postscript out (and there are another bunch of out converters).

This is only for these file types, and TIFF files of a rather simple
nature.  There is also a public domain TIFF and a public domain JPEG
package, which will allow you to convert virtually all TIFF
compressions into gif, and JPEG files into gif, and then again into
pbm and postscript.
