You don't say which version of troff you are using.  Yes, there is more than
one.  I don't know about the DWB (Documentor's WorkBench) version 3.0, and
later, but old C/A/T troff and DWB 2.0+ version cannot handle anything that
wide.  They were built for portrait output only.

But, if you get the GNU version of troff, called groff, it has the ability
to do landscape output.
