I have been rummaging around my office for the past 15 minutes
looking for the literature I obtained from the Post Office,
with no luck, of course...

The US Post Office publishes a document (sort of a leaflet)
detailing ZIP+4 PostNet code specifications. It lists bars sizes,
tolorances, positioning rules (including changes that went into
effect at the beginning of the year), etc.  The booklet even
describes the meaning of the FIM (Facing Identification Marks)
located at the top of an envelope..

Euereka !!  I found the package. The book is called "A Guide To
Business Mail Preparation". To obtain it, I simply called the 
information number in the "blue pages" in my local phone book
(Houston), and asked the person to send me everything they had
which related to the PostNet coding system. That was over a year
ago, so I will bet that there is better info available now.
