Is there a way to run C program over VHDL ?

What I'd like to do is to run a C driver on a simulator which would have the
VHDL behavioral model of a not_yet_finished_but_we're_working_on_it hardware.

Any idea ? Do you know if one can buy simulators with that kind of
functionality ?

Thanks
