To quote from the same book, same page again:
JTAC was set up following a paper by Frans Beenker of Philips
Research Labs in 1985 [IEEE International Test Conference].
Now, don't argue with me that Frans must have been working on this for
years before 1985. Of course he has --- for PHILIPS. JTAG doesn't even
exist back then.
