When you open Eudora for the first time, the "Eudora Folder" is created in
the System Folder, not in the Preferences Folder (which is a subdirectory
of the System Folder). In this folder are your settings file, your
mailboxes, etc.

To put multiple users on one Macintosh, remove the Eudora Folder from
the System folder and put anywhere you like. Make a copy of the Eudora
Folder for each user. You can name these copies whatever you want & put
them wherever you want (including floppy disks).

Now each user runs Eudora by double-clicking on the settings file within
his/her assinged Folder. Any changes they make to their Settings,
mailboxes, filters, etc. won't affect any other user's stuff.

To make sure that users can only run Eudora by clicking on a settings
file, put a text file called "Eudora Folder" in the System Folder (take
out the real Eudora Folder first if it's still in there of course). If
you try to run Eudora by double-clicking on the application icon, you get
a warning & a dialog asking you to select a settings file.

You don't have to do this last part, but it helps ensure privacy. It also
keeps Eudora from trying to build a Eudora Folder in the System Folder (if
you didn't leave one in there), its default action when you open it by
double-clicking on the app icon. That's because if you open Eudora using
the app icon, it wants to open the settings in My Hard Drive:System
Folder:Eudora Folder.

Hope this helps.
