I'm unaware of any formal standard specific to netnews. Neither RFC 850 nor
RFC 1036 are standards; the status of both is "unknown". However, since RFC
1036 is widely used, one could refer to it as a de facto standard.
As an interesting note, RFC 1036 mandates that all Usenet news messages must
be formatted as valid Internet mail messages.
