 |1. Is it possible to select a special Frame out of an AVSS File to start the
 | Motion Video from it?
 | To go fast forward in a Motion Video.

For RTV there is no restriction. For PLV normally starting point
must be a reference frame. So the posibility depends on the structure
of the video. For example Thead.avs does not have the reference frame
 except the first frame.

 |2. Is it possible to divide an AVSS File in single Frames, to edit them and
 | put them together again to an new AVSS file?
 | To bring special effects in a Digital Motin Video?
 |

  Case by case. ;p
If you want to play back from HDD , then it is possible.
But please remember, it is easy to decode PLV files, but it is a
little bit hard to compress the image into the same ratio of PLV
unless you can write down micro code for the AMII board.

In details please join the DVI mailing lists and ask there.
Maybe you can get the answer.
