  true, email is a great way to contact members; however, many computer
  professionals do not have electronic mail.  Only a few members in my
  chapter have email, and most of those who do don't read it on a regular basis
  (they're getting better though).  ACM is developing a program that will
  remedy the above problem.

  We can not limit email addresses to Internet addresses (especially to
  IP addresses).  There are other computer networks out there.

  There is, and it is even an international list.
