TOG is a publication of SIGGRAPH. TOG comes out more or less
quarterly (mostly less, though they're better lately). TOG is a
technical journal and publishes some pretty high quality articles.

SIGGRAPH also publishes a periodical called Computer Graphics, which
is also quarterly (except that they've skipped an issue and are
planning on skipping another due to budget problems). The only issue
of Computer Graphics that is worth anything from a technical
standpoint is the SIGGRAPH Proceedings issue, the rest of the issues
are more organizational in nature; board meeting minutes, etc.

I am a member of SIGGRAPH and also get TOG. I think, on the whole,
they're both worthwhile.
