I wholeheartedly concur.  As one who has edited a Proceedings
for ACM (APL83), I can attest that the attitude of the office
staff was patronizing and not especially cooperative.

I must say, however, that the general state of the Proceedings
published (compiled by volunteers in the various SIGs, etc.)
is definitely on the decline.
